The aim of the course:
To be able to comprehend all aspects of shelter issue as a human right, relating to urbanisation policies and urban management critically analyse the policy application tools.

Upon successful completion of the course, the students will be able to :
LO - 1 : know basic concepts related to housing issues, liveability of housing environment and financial aspects of housing 2 - 5 - 71,3
LO - 2 : use and interpret supply - demand techniques and limitations2 - 5 - 71,3
LO - 3 : know housing policies in Turkey and some other countries, and can compare/evaluate them 2 - 5 - 71,6
LO - 4 : evaluate housing problem from the perspective of real estate and urban land markets, structure of consruction sector etc.2 - 5 - 71,6
LO - 5 : discuss housing issue in perspectives of democracy, social, economical, etc. 2 - 5 - 71,6

Social, cultural and economic means of housing; Mutual relations between economic development and housing; Housing supply and demand; Types of housing supply and characteristics of suppliers; Financial systems; Housing policies of local and central governments

 Week 1The aim of the course is to cover fundamental concepts, definitions, and general explanations, as well as the concept of the right to housing.
 Week 2Legal and administrative processes related to housing (legislation, central and local governments, TOKI, cooperatives, etc.)
 Week 3Concepts of housing supply and demand; determination of housing needs and demand. Assignment of the term paper topic
 Week 4The reflection of socio-economic developments in different periods on housing policies in Turkey.
 Week 5Housing policies in various countries and comparisons with Turkey
 Week 6Social movements that have developed within the framework of housing needs (tenants' m., homeless m., self-help m., etc.)
 Week 7Citizen participation in housing policies and practices (design, organization, taxation, environmental planning-maintenance, etc.)
 Week 8Construction sector, its development, and its effects on the quality of residential areas
 Week 9Mid-term exam.
 Week 10Discussion of elements of liveable and sustainable housing areas
 Week 11 Critical assessment of refurbishment examples in the existing housing stock
 Week 12Housing market, urban land, the transfer and/or reproduction of wealth/poverty
 Week 13Housing Problems and Solution Proposals in Turkey
