The aim of the course:
The aim is to acquaint students with area definition of different scales and levels of regional planning (regional/watershed/sub-subregion/city-region/metropolitan city/region) for a study area composed of province, city and their near environs and with the contents and techniques of plans in these levels. In this framework, defining settlement hirarchies and network relations and making macro analyses on an area integrated in terms of sectoral, spatial and functional context, policy making and plan preparation. To acquaint students with the policy and planning components of hierachical planning order and with the approaches of regional models analyses/syntheses and planning.

Upon successful completion of the course, the students will be able to :

Contents of the Course
Global, national, local developments and new policies; international and cross-national organizations, cross-border regions, regional disparities, concept of urban region settlement networks and their spatial reflections; rural-urban relations. Resources and sectors (environmental, natural and historical values, sectors, their regional impacts and interactions). National development strategies and regional / sub-regional development vision. Regional population and labor force structure and their distribution; development directions, magnitudes and macroforms of settlements. Sectoral location criteria. Macro decisions, growth poles/networks in urban and rural areas. 1/100.000 scale regional plan, plan codes and policies. Policy making for priority and characteristic regions and sectors. Definition of implementation priorities and strategies. Data/analyses/computations in the process of preparing regional plans and reports in different scales, evaluation methods and techniques and preparing those plans and thier reports.

 Week 1Presentation of analytical study reports, review of their contents, and proposal of necessary revisions. Formation of Regional Planning Groups (RPGs). Explanation: Scientific research and report writing techniques in Regional Planning studies.
 Week 2Technical visit to Of, Hayrat, Çaykara, Dernekpazarı and Rize İyidere districts and filling out the observation forms of district centers and rural settlements Presentation of analytical study reports, review of their contents and proposal of necessary revisions continue.
 Week 3EVALUATION OF GROUP REPORTS SPECIFIC TO THE ANALYTICAL STUDY INTERNSHIP TOPIC Post-judge review of the Analytical Study report/discussion of questions
 Week 4Regional Development Scenario/Scheme of Regional Planning Groups (RPGs), Regional-level current situation assessment and land use map, problems and potentials, Synthesis creation Description: Regional definition and basic concepts, theories, and models for regional planning Description: Database creation and visualization techniques for the Regional Plan
 Week 5Regional Development Scheme (RDS), development scenario and spatial decisions, conceptual and spatial explanation of the RDS, and its holistic completion with plans, reports, and notes. Explanation: Demographic concepts, population pyramids, and projections
 Week 61/100,000 scale Subregional Plan (SRP) studies, data compilation, analysis, and current situation assessment, threshold/settlement synthesis, determination of purpose (vision), strategy, and objectives Explanation: Suitability/site selection, threshold, potential, risk = hazard x vulnerability, sensitivity mapping Explanation: Purpose (Vision) in Regional Planning, Strategies/Policies, Establishment of objectives, and their association with Sustainable Development Goals and plan decisions
