FOUNDATION & HISTORY  
Public Finance Discipline was established in 2013 within Social Science Institute to help increase the number of staff members in different social areas, and to educate researchers to serve in various institutions in the country. Research and education are divided into mean fields including public finance theory, tax law, budget and fiscal planning and fiscal economics.
QUALIFICATION AWARDED  
The students who have successfully completed a minimum of 21 local credits (equivalant to 60 ECTS credits) from thought courses delivered within the graduate programme of the department and in related fields, achieved a CGPA of at least 3.00 out of 4.00 and prepared and successfully defended a thesis are given given Doctor of Philosophy Degree (Ph.D) in Public Finance.

ADMISSION & REGISTRATION REQUIREMENTS  
1 - Master's Degree in acceptable fields, 2 - Sufficient score from the National Academic Staff & Graduate Education Exam (ALES), 3 - English proficiency (500 from TOEFL / 6 from IELTS)
OBJECTIVE of THE PROGRAMME  
Phd program helps to students for acquiring abilities of academic research, interpretting academic events with extensive and broad vision and achieve new synthesis for required steps
RECOGNATION of PRIOR LEARNING  
The "Directive on Recognition of Prior Learning", Senate Decision No. 340 issued on July 28, 2023, has been accepted and entered into force regarding the students registered in all programs of Karadeniz Technical University to determine the principles to be followed for the recognition, crediting, and adaptation of the achievements acquired by the students at non-university institutions.

In this Directive,

- recognition of knowledge, skills, and competencies acquired with special interest through an exemption exam to be substituted as program courses,
- recognition of workplace and internship experiences through portfolio evaluation to be substituted as program courses,
- and the crediting of certificates received from accredited institutions regarding students' special interests are covered.

Announcements of courses included in the scope of recognition of prior learning, applications, and evaluation will be made on the dates specified in the academic calendar. Recognition of prior learning will offer numerous benefits to our students and employers. For our students, increasing professional development and mobility in the labour market, preventing repetition of education and waste of time, providing early graduation, reducing the cost of learning, encouraging learning, and increasing the student's motivation and self-confidence can be counted among the benefits of recognition of prior learning. From the employers' perspectives, it will contribute to satisfying skill or competence deficiencies in the workplace, reducing the time employees spend outside the workplace for training purposes, and thus using resources more efficiently.

KTU Graduate Education Regulations
EXAMINATION, ASSESSMENT and GRADING REGULATIONS  
The examination, assessment and grading regulations have been set up for the university by the University Senate and the Department of Public Finance is bound by these regulations. Each course is assessed via a midterm exam, a second mid-term exam composed of quizzes, homeworks and assignments, and a final end-of-term exam, with contributions of 30%, 20% and 50% respectively. The marking is made out of 100.Grades higer than 80 passed. The AA is the highest grade and has a grade credit of 4.00, BA 3.5, BB 3.0, CB 2.5, CC 2.0, DC 1.5, DD 1.0, FD 0.5 and FF 0.0. Grades of AA to BB are pass. The details given for each course in the programme include the detailed assessment methods together with a description of the second mid-term exam.

OCCUPATIONAL PROFILES of GRADUATES  
Graduates of this programme can be employed as academic staff at universities. In addition, Graduates tasks in high-level tasks as inspector of finance, commissioner of audits, public accountant the revenue controller, customs inspector, district governor, judge for administrative judiciary and also comptroller, expert or inspector in various financial institutions

DEPARTMENTAL FACILITIES : 
It has a staff composed of 3 professors, 3 associated professor, 3 assistant professors and 5 research asistants. The department has continued its acvities at Faculty of Economics and Administrative Science' building. Department facilities are: There are 10 rooms, 10 computers, 9 printers for staff, 4 classrooms(50 persons) and one lecture room (150 persons) for students; 4 projection. At the Economics and Administrative Sciences Faculty there are 2 computer labs equipped with 40 computers with all internet connection. Students can benefit from our university's main library. In the library open shelves system is applied. Library has all the necessary equipment for users to utilize resources more. (35 computers for screening information , laser printers and scanners) Seminar Hall belongs to Social Sciences Institute can be used for graduate courses and seminar presentations. Student cafetaria that arranged student will spend their time nicely and relax is available in our faculty. In campus a student dining hall that students can eat lunch , cinema, theater, conference hall, sports center and fields are located. University include the clubs offer social activities for students and operate in many fields such as photography and visual arts,climbing, dance, theater,music and sports.
