The aim of the course:
The main objective of this course is to enable the students of Department of Public Administratin to gain a better understanding of the role of Turkish Parliament as an institution in Turkish political system and the nature of parliamentary rules, procedures and practices. In addition to historical development of parlaimanets, the course is also intended to provide detailed informaion about the rules, procedures and practices of Grand National Assembly of Turkey.

Upon successful completion of the course, the students will be able to :
LO - 1 : learn the definition of parliamentary regime and its features, and its differences with legislative organ in presidential regime1,21,
LO - 2 : learn the historical development of parliaments in Turkey and the world1,21,
LO - 3 : learn the fundamental scientific concepts of legislation and legislative body1,21,
LO - 4 : gain knowledge about the working procedures and rules of parliament1,21,
LO - 5 : learn the importance of legislative bodies within democratic order1,21,

Contents of the Course
Historical development of parliament in Turkey and the world, Turkish parliamentary movements, legal and conceptual framework about legislation and the legislative organ, parliamentary incompatibilities, immunity and the parliamentary discipline, administrative organisation of The Assembly, duties and powers of GNAT, law making process and the parliamentary scrutiny, The Bureau, Plenary, Political Party Groups and Committees of Grand National Assembly of Turkey, The Bord of Spokespersons, legislative procedures and rules of plenary sittings.
