Contents of the Course
Turkish Foreign Policy (TFP-I) starts from the last century of Ottoman Empire. Especially beginning from Abdulhamit II?s reign (1876-1909) TFP has tracked a balance policy considering conflicting interests of big powers. It could be said that balance policy provided survival of collapsing Ottoman Empire for a while. During the rule of Ittihat Terakki, Union and Progress (UPP) (1909-1918) traditional had some grave changes but during and after National Struggle it again based on its long-lasting balance policy. During Republican era except annexation of Hatay (1939) and two Peace Operations to Cyprus (July, August 1974) TFP continued to track its traditions policy making method. After the collapse of Ottoman Empire the transformation into a national state brought some grave problems and TFP inevitably closely has been affected by that developments. Because of said reasons TFP is not a story of success neither during the last century of Ottoman Empire nor during the Republican era. Challenges, incapability, difficulties, historical ties (Balkans and Middle East) and Turkish legacy all around the world are the basic problems TFP makers should cope with. TFP makers, bearing in mind that difficulties try to implement a policy which will make Turkey an international actor. In this Class: basic concepts of foreign policy will be underlined, with a critical viewing will be evaluated. Freedom of speech is the basic of the class and the period 1912-1980 will be the main time span that would be tackled with. Thus analytical skills of undergraduate student will be focused on.
